How do you use the panning pan on a switch. I have tried all the buttons. I can’t in a lake, river, stream or anywhere

Are you close enough to the panning spot? With the initial pan, you have to be right next to it, and if it spawns along a bend in the river or next to a post on the pier, it's out of reach.

It's the same 'attack'/use tool button that you use to say, swing a hammer or pickaxe

You just have to stand really close and face it before clicking to activate
