So this is more a glitch.
I wen't to order the house for Pam and the next day was green rain. Robin was behind her desk. I wondered if Robin does not work on the green rain day and the order's postponed. She was still at her desk on the following day (a rainy Tuesday, BTW). House renovations and farm buildings were available in the menu but not the community upgrades.
But on the third day the house was there and the cutscene shown.
