This only just started today for some reason, after I downloaded some mods (I tested it in original game, still bugged, so it’s probably not about the mods?) They have practically the same actions and schedules, but they start off in the wrong location, and they can noclip or walk on water or blocked areas. I’ve verified my games files to try and fix it.
