I'm on year 9. I found all the scrolls so I can understand what he's saying. I've given 13 liked or loved gits and still have no hearts.

I think its a bug.

The question is not how many different types of loved/liked items you've given them, but how often? Each day of not talking reduces friendship by 2 pts unless they're at 10 hearts, slowing the progress. If the gifts only happens every once in a while, of course you won't see any difference.

Have you tried to give them a stardrop tea? It raises friendship by 1 heart. If it doesn't work, then the dwarf's friendship is broken. If it works, you just need to increase the frequency of gift giving.
