I've had this happen too with the trout derby. It was triggered by me using a tent during the event, because I wanted to get in more fishing! When I came out of the tent, the players had vanished, but the missing icons continued to act as them, with occasional speech bubbles and such. Nothing else in the game seems to have been affected.
