Maybe M. Jasper is the green witch?

I could see it, but the witch absolutely seems like someone more hell bent on her revenge and little schemes (turning peoples slimes back, putting random eggs in their coops) than she does on the research-oriented books we see from M. Jasper.

Another pretty niche point that works against the theory actually revolves around the Goblin. In their book on goblins, M. Jasper mentions that they consider void mayo to be a super fine delicacy, which I don't think the witch would actually share even if she did know, because that seems like a massive weakness when the one and only guard in front of her hut is a goblin...
