Windows Leo not sending 7 heart recipe in the mail [Steam]

I got Leo from 0 Hearts to 10 hearts on the 26th of Summer. I saw his 2, 4 and 6 heart events fine on the same day and then overnight I saw the cutscene for the treehouse in Pelican Town being built; in the morning I checked my post and received the Poi recipe but not the Mango Sticky Rice recipe even though he was above 7 hearts. I saw Leo's 9 heart event on the 27th and continued as normal and then on the 28th when waking up I still didn't receive the recipe, all of Leo's other heart events triggered fine and I have had one villager send me multiple recipes in one day before so I am unsure why this happened or if it's replicable.
