I had the same question, and figured it out after looking through all the files.
Technically this is a "secret" on the secrets page on the wiki. But I'll just say it.

This is the hidden gift log emote. If you have 4 hearts with an NPC, go to the gift log in the inventory, and click on their picture, it does a custom animation.
For Krobus, he does a little dance using those 4 frames.

I couldn't find it being used anywhere else. At least no events.
Also, in case you were wondering, here's a couple other weird ones.
KrobusRaven.png is used in the Perfection cutscene.
SeaMonsterKrobus.png (and tiles 17-19 in Krobus.png) is used in his 14 heart event.
For Krobus, he does a little dance using those 4 frames.
