Please have a look in Lewis' Lost and Found box in the Mayor's Manor, lost quest items are supposed to make their way into there.
However if you've accidentally placed it in a Chest, AutoGrabber, Fridge, Junimo Hut, anything else that can contain an item, the Photo won't show up anywhere else and you'll need to go through all your storage to find it.
