Windows HUGE 2nd monitor window bug

If i play stardew valley on WINDOWED mode and move the game to my second monitor, the window drops below the monitor on its own and the game becomes unplayable until u close it. I just lost out on some progress because of this. Other people with 2 monitors said they have the same issue. It's very easy to test. Can this be fixed?

Apparently the problem mostly occurs if the monitors have different resolutions. My main monitor is 1080p and the 2nd one is 4k

This bug is likely tied to Windows scaling as your 4K monitor is probably scaled to 200% while your 1080p is at 100%. And the bug can be easily replicated on a single monitor just by changing the scaling.

I run at 125% and opened the game in my typical Windowed and maximized mode (not Fullscreen) and then changed the scaling to 100%. The image flickered a bit but when changing from maximized to a smaller window, that game window just kept expanding, filling the screen and continuing to get bigger. If I hadn't closed it, it would be kaiju-sized by now!
