How to draw mods

I am wondering what the best tool is to make visual and graphis mods? I am very familair with yy-chr, is there anything like that that anyone may recomend? thanks

So far I'm using piskel, which is a free online source. This means saving/downloading into png format is a mild pain but you can't beat the price.

Photoshop, GIMP, or Paintshop work fine. Or any similar regular graphic program, but there are tools specific for pixels too.
