It could be the context of a gift versus its use. You could argue there are a bunch of things that are really useful to have but make for poor gifts.
For example giving someone a fork as a contextless gift, I'd probably be amused but it's definitely not a super lovely gift, even if its usefulness it hard to dispute. Same goes for a lot of practical things like a spark plug for a car or a single nail, super useful, but as gifts?
Furthermore, there's also a seasonal context, 3/4 seasons holly is arguably a pretty bad decoration (due to its winter ties and holiday cultural relevance), and even if you give it in wintertime, who's to say people aren't already all decorated-up? You may be giving something that people already have, and since everyone can easily see decorations, you may look a little inconsiderate if you're still trying to give it under the guise of a decoration.
