PC [HELP] Split-Screen Not working, Steam with Steam controllers

When trying to do split screen, using a steam controller, the second player split doesn't not work, it just closes the menu.
I believe the problem is that the controller is acting as player1. nothing I do can make this a "new controller" or make it act as player2.

any fixes or ideas on how to fix this?
