Do you mean the crab pots or the fishing rod?

For the crab pots, you have to add bait and wait a day.

For the fishing rod, after casting you wait until an exclamation mark appears above you, then quickly tap to catch a fish (or another item). If you tap immediately after casting, you reel in empty.
