PC [HELP] Issues with the screen when in windowed, fullscreen, and using V-sync

So I noticed the other day that when playing yesterday I have an issue where on the sides of my screen there would be a flickering. This didn't get captured on video so I think it is something related to my settings, I have tried V-sync on, V-sync off, full screen, windowed, windowed borderless. I wouldn't call it screen tearing but I have never experienced this before the 1.5 update.
I also use mods but in testing none of the mods seem to effect this at all
