Windows Help Deleted File

Help, my cat deleted a file from the Data folder and now my game won't load. Stream says everything is up to date, but I need to re-download the missing file. Does anyone know how I can do this?

Since the affected file isn't part of a save, uninstalling and reloading the game should do the trick.
