I also want to know this.

The two (forums and the discord), and online stardew spaces in general are very intermingled. Many moderators are just long standing members of the community and well trusted to take roles in moderation from their prior experience and obvious dedication to the community.

I actually registered for the forums very early on, though it's true I haven't been very active until now. Like Gorilla said the online Stardew community is very intermingled, so after moderating the Discord server for a few years I was accepted into the forums mod team!
