Failure to start process (SDV SMAPPI installed)

So I installed smappi using vortex mod manager and have received this even after I added the launch options and changing it. I haven't played in a few months and have restarted adding mods. Can anyone help me with this? I'v added my file folders to help for reference.

It is much easier to place mods directly into the base directory. I don't know alot about vortex, never used it. But the built in mods folder in the parent directory after smapi is installed is the best way I know.
