It's a late game item which allows for access to all houses "in the town" at all hours of the day except for most festivals.
The key does not work to get into either Leah's or Elliot's places. Their houses are their bedrooms and you are not allowed to enter someone's bedroom without 2 hearts...
Why is it possible to get in there during winter, despite not being friendly enough?

Hey!, Sorry If you don't need help on the issue anymore. But in Winter everybody can go into Elliot's cabin without being friends, I assume he lets you in purely because it's cold outside.
