Windows Donated all fossil and completed survey for Prof Snail but it doesn't show all my fossil and he's not completing the ostrich incubator part

So i completed everything for Prof Snail, but I can't seem to trigger the ending part of the quest and when I ask for hints he just says to fish...I've done both surveys and I believe all of the fossil.

Is there something I'm not doing or is this a bug

I donated all my items and they are showing but I did not get the Ostrich Incubator recipe and the prof still thinks I can donate to the tent.
this is a new post 1.6 save file and I am on 1.6.4

I talked to the proff after 1.6.4 and slept and the recipe is now in my book

So the screenshots don't show the mammal skeleton and if Prof Snail is saying to fish that would indicate the Fossilized Spine might be missing.
