Sorry for my late reply, I actually noticed this the day you posted, but as I don't have a source for my info, I didn't want to risk sharing misinformation.
But! I don't remember where I heard this, but I heard that you actually have a better chance of catching work boots with a LOWER fishing zone!
I hope that helps, and I hope I'm not wrong haha. Soon, I'll be grinding for the boots myself. Still need the dragontooth club, living hat, and some other stuff though :/

Sadly that's not true otherwise I would've already known it
