Functionally, no. The Nintendo Switch is very locked-down and requires jailbreaking to modify Stardew Valley at all, and even if you do that very legally dubious thing you'd only be able to use some very simple file-replacement mods that directly replace the game files; most mods of this type are broken, and they are inherently extremely limited in what they can do.

To see if your Switch is patched, if it is in order to mod the game you will need to get a modchip, and then manually insert it into the Switch which can be hard and frustrating.
If your Switch isn't patched then you're lucky!

Then once your Switch is modded you will have to download a custom modding application for the Switch, there's numerous ones but the most popular one is probably SimpleModManager
