They go about their normal routines for that sort of day... and then when you go to a festival, they're all there. This is how it works for every festival. You wouldn't believe how many times I've walked past folk going towards the forest while I'm going through town and then I get to the beach and suddenly... they're there! It seems there is no "festival schedule" for any NPC on any festival day.
