PC [BUG] Leo for the Winter Star

I know this has been reported a few times but I was told to post this here still. Trying to give as much info as I can. I was assigned Leo for the Winter Star. I had met him, never gifted him anything previous. Playing on 1.5.1. Said it was him in both letters. Talked to everybody just to make sure and didn't have any prompts. Leo was not at the festival. No mods. It is an old save, from the first week of the release of the game. Year 4.

Sadly, I think that is a logistical bug. It gives you a random villages that you've met for your secret friend... but it doesn't check to make sure that person lives in town appropriately. It doesn't give you Sandy, after all.
