Switch [Bug] Elliot 10-heart event not triggering

Hello! I'm having an issue where I receive the letter for Elliot's 10 heart event but when I go to the docks on a sunny day as it instructs, it never triggers. I tried different times of the morning, giving Elliot gifts, entering/exiting the Beach area different ways, clearing other heart events first. I did some googling and it looks like this was an issue for a while but no one seems to have posted it here. I thought at first it was because I got the letter in Winter but then it didn't trigger in Spring either. I've tried it every in-game day and it hasn't happened.

Switch version. Ver. 1.5.4 but I was having it before this update. Single-player.

I currently have the same issue both on Android and PC. Not sure if one of my mods is causing it or it is just a bug that some people seem to have... Hopefully someone can help

I have the same issue, I play on PC with no mods. I also got the letter on winter, but the event won’t trigger. I hope it can be fixed soon.
