I will say that this issue is pretty localized, meaning it's probably due to the abnormal screen ratio of the phone you're playing on. You could fix this in game by going into settings and cranking up the menu padding setting.
As for making the map cover the full inventory screen, the whole right side is reserved for showing names of houses/stores/locations when you click on them, so the current system of it occupying the majority of the left side probably operates best with that in mind
