Add a minecart access point to the Community Center boiler room.

Thematically, I find it a little odd that the very thing that appears to power the minecart system doesn’t have access to that system itself, especially since it would require a steady supply of coal from the mines for fuel.

I think adding a minecart to the boiler room would be very helpful for completing other bundles in the community center and for getting around the valley in general, as well as feel a little more immersive.
