As far as I know, Ginger Ale is not part of the traveling cart stock, which means it has to be crafted by the player, which indeed requires access to Ginger Island to get both the recipe and the ingredients.

Ginger ale, the recipe is bought from the dwarf on level 5 of the volcano dungeon on ginger island and requires 3 ginger and a sugar.
