It’s honestly better to keep resetting a select few or a single floor and kill sprites if you want to get the most coal.

The absolute best floor for coal is the little square bit of floor right in front of Clint's serving counter

If after killing sprites on any particular level it is easier to get to the stairs down than the stairs out... it is more time-efficient to just continue down for more sprites. Leaving and reentering takes more time than just going down.

Not really, you aren’t guaranteed a ladder without much effort and you’ll only be killing sprites near the elevator anyway.

I use this method a lot when using monster musk. Those dust sprites love to show up in packs, and when you have the monster musk active, the packs tend to get even bigger. It's hard not to get any stairs when you're killing that many at once, especially if you're killing slimes and / or bats that might be grouped up with them (or just to farm them for more monster musk materials).

I'm saying if you've already found the stairs. I use napalm ring so I'm mining while I'm killing sprites, and that combined with the chance for monsters to drop stairs, well, I find stairs accidentally all the time. The stairs down may be right there while the stairs up are half-way across the map.
