According to the wiki, if you choose the option "guarantee first year completable", it will make the seeds available at the cart sometime during year one, for 150-1,000g. That red cabbage wasn't your guarantee- you didn't miss your chance!
Also, red cabbage seeds can be found in the skull cavern, dropped from mummies, serpents, or purple slimes, or in treasure rooms.

If that is all you need to complete the CC, I think that is totally awesome and beyond my comprehension regarding its probability. For me, the ultimate stumbling blocks are obtaining a rabbit's foot and a truffle for the Bulletin Board and the Animal bundle for the Greenhouse where you need a large brown and white egg, large milk, and duck's egg. I never have sufficient funds to complete both the Deluxe barn (for the truffle) and a Big coop for the duck's egg. Were you able to buy these from the Traveling cart? Or how did you do it?

That’s true though having a small chance each time means you’ll want to go every possible time if you don’t want to abuse save resetting or a predictor.
You can also get it part of the year which would not make it able to grow in time.
Sc is by far the superior choice if in need, I agree.
