Will the item code cheat for the consoles like ps4 ever come back?

You mean the bit where including the item code in a name results in you getting the item? I'm going to guess it is unlikely. It caused crashes on consoles, which is the only reason why it was removed to begin with.

Weird, it never crashed for me.
What do you think the chances are for a purchase add on for money, items, or even different mods for the ps4?

Oof, that's asking me to make predictions about another person's actions, and I've been told that can be seen as a little rude...
...but on this one? So far CA has resisted any sort of what is commonly called "pay-2-win" functionality in the game. I'm going to guess that this isn't likely going forward as well, but I could be proven wrong. (I'll add that I am not sure I see the point, though, as the game isn't competitive.)
And, this is less prediction, more a "if I understand it correctly" sort of a thing: I'm not sure that modding on a console is possible, just because of how consoles work, their proprietary operating systems and all the rest. That nobody has found how to do so since the game came on the scene leads me to believe it is unlikely anyone will figure out how to do so.

I can't find it now, but I know CA said at some point that he'd look into adding the item ID cheat into the game as an actual feature, but as it wasn't part of 1.5, I'm not sure if or when we'd see that. Unfortunately modding isn't possible on consoles. It would take a huge commitment from both the developers and game modders to work together and add a few select mods as options into the game itself for mods to work on console.
