PC Friend can't join online

Hey
So... My friend can't join online game. He can't see a "Join Via Inivte" button. We tried most of the things from this site:

And still nothing. Anyone got any ideas how to fix this?

We tried these and still nothing

Usually after reinstalling visual c++ it works, but only once, then after starting game again, it just again doesn't work.
