Are spouses supposed to help you with the farm?

I heard that they might help watering the crops, or feed the animals.

But i've been married to Penny for three years now, and all she does is give me some breakfast every now and then. And go out to the town to teach those kids. And when she is home she keeps saying "Oh this would be such a great place to raise childeren, i would've been so happy"

I've married Sebastian, Elliot, and Alex in different saves and each of them occasionally fill the pets' water bowls, feed the animals (they'll sometimes say they did this even if your coop and/or barn has auto feeders), water crops*, and repair fences. This is all in addition to the gifts they give the farmer (gifts alter by character). I've noticed that Alex seems to do these tasks more often than Elliot, while Sebastian does them slightly less. This is in line with each characters' propensity to go outside. I've also noticed that every time Alex ot Elliot use their outdoor space, the pets' water bowls are filled (often without being remarked on), while this isn't the case with Sebastian. Note that repairing fences only applies to outdoor fences, not fences in the slime hutch, cabins, sheds, etc.

I've also been roommates with Krobus, and he doesn't do any of these tasks (tbf, he can only leave the house on rainy days).

* They do not necessarily water every crop. They seem to randomly hit on a section of planted tiles for watering. For example, on one of my beach farms (where you cannot use sprinklers everywhere), I've had Alex water a whole block of crops one day and then water a third of the same crops on another.
If you have sprinklers on everything, they'll comment that they were going to water but you have the place wired down already.

They’re all the same in that regard. They have a low chance of helping out, and their help is rarely useful.

I think I got those dialogues the most times when they’re standing on the porch in the morning, so make sure to talk to her when she’s outside.

Well, their help is always the same, feeding animals/pet, repairing fences and watering crops. How often they offer it, depends on how many hearts they have, the higher the better, I think.
If you don't have Auto fedders for your animals the hay will be filled up. But in the end it's not that much help at all... Especially when the spouse says he/she repaired the fences and they are actually broken down the next day...

So, maybe your Penny is low in hearts and so she's not in the mood for Farming?

No Penny is like 13 hearts so it's not like it's bad or something because she does sometimes give me breakfast. Even tough she stands in front of the darned stove every day when i need it

Usually they say something like "I watered the crops today"
If you have sprinklers they won't do it same for auto feeders

None of the work the spouses do is practical as you can automate everything except the pet bowl and the gold clock prevents fence decay (or you can simply avoid putting fences down), so Krobus is automatically best because he doesn't waste his time. Instead, he keeps the house free of insect pests.

I've married nearly everyone by this time, and they all help. I am fairly certain that any perception of someone helping more often than others, or which things they help with is perception bias based on RNG, tbh, but I haven't delved the code to make certain.
