The wiki says the legend is hardest

That's based on absolute speed, but due to how the game operates, in a practical setting actually catching the thing, it often ends up being less difficult than the glacierfish.

It's partly due to the 110 speed being a bit too fast, the fish making moves that would end with it being moved out of the minigame, the game disregarding that choice of movement, and then often defaulting to the option of stalling, which is why you sometimes see legends that barely move off the bottom of the screen, or stay there for a while doing nothing, something you don't really see with the slightly slower fish that end up being more darty
