Issue Winter Outfits STILL not loading

I'm starting to think maybe I'm too dumb for this. I changed everything, renamed all my files, and literally copy and pasted from someone else and the winter outfits are still not loading?? Is it me? Am I a curse? I have spent seven hours on this.

I think you forgot to tell Content Patcher to load during winter.
add:

"When":{"season": "Winter"},
"Update": "OnTimeChange",
"Priority": "Low",

to both character and Portrait

Thank you so much!! it turned out to be that, an improper comma AND loading the image incorrectly. Guess i really am just dumb lol. Really appreciate this!!
