Willy was not at the desert festival on Spring 15 or Spring 17. I did see him manning his fishing station on Spring 16.
On Spring 17, I found Willy's Golden Bobber, but Willy was not anywhere at the festival; I couldn't turn it into him to get my prize.
I kept the bobber in my inventory and it was still there the next day. I tried to give it to Willy on Spring 18 and he hated it as a gift.
This is the first time I've played the Desert Festival because I have only played on my iPhone. I'm not sure if I just missed Willy? On Spring 15, I arrived late but on Spring 17 when I found the Golden Bobber I was there all day and didn't see him. I checked the Stardew Wiki for his schedule during the Desert Festival and it seemed like he should have been there. I also did some internet searching but it didn't seem like anyone else had ever had the problem that Willy wasn't at the Desert Festival, so I suspect it may have been a bug?
