I got to the Desert Festival on day 2 quickly before it opened and fulfilled Willy's fishing quest. Then I took the bus home and met Willy as he was walking to the bus. I talked to him and he gave me the correct dialog "Congrats, here are your eggs" basically, but the number of calico eggs I was carrying never increased.
