Are you really on windows or is the tag a mistake? If you're on Android (Chromebook is Android too) or iPhone, the update hasn't arrived yet.
If you are on windows:
Are you using mods?
Do you see a door behind Willy?
Do you have access to any other 1.5 content, e.g. the special orders board?
On the start screen, you can show the version. What version are you on?
