I did not get an invitation to repair Willy’s boat. I am playing my IPad. Have tried to trigger it by getting my hearts up with him. Going back and touching the ladder. Not sure what else to try.

I ran into the same thing. If it helps, most (unfortunately not all) items to obtain or locations to get to that you can't play, will be spoiler marked on the wiki, though there is the occasional thing spoiler marked thing that you can get/do/visit, but is spoilered because it has maybe a line or two about 1.5 content so someone decided to spoiler it. There are some items and clothing that are 1.5-only that aren't spoiler marked, looking in the notes section gives those away most of the time, though it's a pain they aren't just spoilered like the rest of the 1.5 obtainable items are.
