There has been lost and found in mayor's manor. Why not use lost and found? And can you make something useless from museum be able to delete?

Honestly I'm not sure, I thought that would be a far better idea than another shop in an annoying area that serves the function of something that already exists in 2 iterations already (the guild and lost and found both have some form of recovery service). A crow doesn't even make any sort of sense either, so I'd assume it was just on the whim of a developer

I believe this was changed in 1.6 to be so, before you'd have a bunch of these awkward items from the museum that didn't stack with other regular items of their kind and couldn't be destroyed regularly which was a pain. Now they are able to be trashed

The lost and found is a place to retrieve specific types of lost items where their repository has disappeared (e.g. when the Grange disappears after the festival or when a quest fails after you've donated some items). It's not a dump that holds every item that you've ever trashed or allowed to disappear.

The new shop is to replace items unique items that you've destroyed.

I guess he could've put all destroyed unique items in lost and found, but then the lost and found would be full of your trash instead of actually lost items.

The lost and found is for regular items lost around town.

The guild recovery is for items lost when you were knocked out in the mines.

The new shop is to repurchased items you trashed and cannot reaquire anywhere else in the game should you change your mind.
