Which quests do you mean?
They mean the special orders board quests.
Functionally, to complete perfection as early as possible, you're restricted to an earliest date of spring 3rd 100% (or spring 4th as when you get the perfection messages and status), this is due to needing to get recipes from Kent which can only be done on the nights of the 1st and 2nd (two recipes, one per night).
Along with that and other tasks however, there is one way you can absolutely be screwed over simply by virtue of the seed you're playing on, and that's with quests. Qi quests are annoying but navigatable and inherently you only need whatever 1 of 2 options (danger in the deep/sc invasion) in a total pool of not that many options. Special orders board however is different, if can only be unlocked in fall and you need to complete 9 required quests from it, in the only 9 week deadline you have. This means that you need to seed the quests (they're partially seeded and dependent on order done and journal rewards handed in and some other stuff with other players which is irrelevant here), or dynamic seed them, which is impossible currently if you want to keep to the most recent version of the game and not downpatch.
