Do you have any mods installed, like Stardew Expanded? That's usually the culprit. If not, make sure you've actually donated 60, and not 59 or something like that.

Don't worry about it, if anything, this is one of the most commonly asked about issues, it's pretty easy to miscount or not realize you're running a mod which changes everything up
