How to classify if it's rare fish in game?
What's rare fish?

Generally there isn't really a category for 'rare' fish in game.
The closest you'd get to that is what's referred to as the "Legendary Fish". These are a small group of 5 fish that can only each be caught a single time in your entire save, and generally which people prize and keep (because of their rarity and because a couple of them are the hardest fish in the game to catch).
They're each tied to a respective season (with one being in the season-independent location, the sewers), they also have individual, pretty small areas, where they can be caught, like at the north of town or far southeast of the beach or the aforementioned sewers.
The legends also have a few individual traits not shared by other fish (generally), like most have a level requirement to catch (something only the scorpion carp has otherwise), and they act differently in fish ponds.
Other than the legends, there isn't really anything defining a rare fish per se. Some fish will be encountered less than others simply by virtue of them being in a harder to get to location or being hard to catch, but there aren't really functional differences in their use. You could say the blobfish is a rare fish just because it's hard to catch in a niche spot but the game doesn't really classify it as such, it's simply a byproduct of catching it.

So the rare fishs curiosity lure text says are only useful for curiosity lure?

Ah the curiousity lure. The fish affected by that are the previously mentioned legends I was talking about, the mines fish, the submarine fish, and correct me if I'm wrong but the new 1.6 Goby.
The bite chance for those are all affected to varying degrees by the lure, do note that they don't' stack though, so it's pointless having more than a single one
