It is an RSV specialty. Meaning that Anton is a character that is single but you cannot propose a marriage unless you have "unlocked" him by an action in an event when 8 hearts are achieved.
It has nothing to do with gifts given.
You should have "locked" also on Paula, Irene, Zayne, and someone else if I remember right.
