Currently the main menu audio volume can only be one of two values: 0 or 0.75, depending on whether the music is muted or not. The volume settings in the options menu only apply when the player has a save loaded.
Suggestion: either introduce a volume control for the main menu's audio or apply the relevant volume settings for the last loaded save to the main menu.
