At Luau the Governor says "I must speak with the missus about purchasing a vacation home here." So it would be great if that was followed up on in the game.
Maybe after Luau year 2 you get a quest to fix an old house and when it's done, him, his wife and maybe his kids/grand kids who could be bachelors/bachlorettes would visit the valley. Don't know where the house would be, maybe a new erea up in the mountains behind the train station.
They could be there for 6 weeks a year, week 4 of Spring for the Flower Dance, week 2 and 3 of Summer for Luau of course, week 3 of Fall for the Stardew Valley Fair, and week 3 and 4 of Winter for the Feast of the Winter Star. And they would have bithdays in those weeks so it's easier to get hearts with them.
Having new NPC's for the late game would make things more interesting.
