Windows Unable to talk to certain NPCs despite not talking with them on the current day (PC)

Recently in my game (Windows), I have been unable to talk with certain NPC's (noticeably ones I have higher hearts with) despite not talking with them already that day. I can usually talk to these NPC's on the first day I log in to play, but after the I sleep on the first day, I can no longer talk to them. For example, I have 9 hearts with Penny and I can talk with her the first day, but basically if I sleep, I can't talk to her outside of Festivals or giving her a gift, even if I have not talked to her that day. I've tried verifying my steam files, uninstalling and reinstalling, but still nothing. Any ideas on what this could if it isn't a bug? Thanks!

I don't have a solution for you, but there have been quite a few posts about this issue. If you search for "talk to NPC" and limit the search to this forum, you'll see those threads. I haven't read through them all, but maybe there are suggestions you can try.

Yeah, unfortunately it looks like no one has been able to figure it out yet outside of marrying the character. It also seems to maybe be specific to only a few characters (Penny and possibly Leo) Guess the best we can hope for is Concerned see's this and chooses to fix it if it is a bug.
