PlayStation Unable to obtain dwarvish Translation manual

After sending all dwarvish scrolls to Gunther, we are unable to obtain the translation manual.

What error do you get?

No error at all, it just doesn't show up. My wife and I are on year 4 and still can't understand the dwarf.
