Turnip Head is from Miyazaki's Howl's Moving Castle and yes, that Rarecrow is specifically modeled after him. Not sure about any others as they seem generic and game-referential if anything:

Dwarf
Hat Mouse
Witch
Alien (Emily cutscene)

Snowman and Female Rarecrow are generic (frankly as are the Witch, Alien, and Mouse), which leaves only Rarecrow 8, which seemingly shares some features with African or Polynesian wooden ceremonial masks.
