In my headcannon, Sandy is the witch's alter ego -- much like Bruce Banner's anger issues turn him into the green angry Hulk..
Please note that you never see the two of them in the same room at the same time. Sandy also doesn't come to the valley till after you start correcting the spirit balance with the Junimo's.
